My rear blower motor for my hvac unit will not com on in my 2003 suburban

Yes power to the blower motor is 13.8v

I thought it was the rear blower motor resistor. I replaced it with a new one and still nothing. I checked the rear blower motor with a jumper from the battery. It moved so I don't think it the motor
