The whinning noise is due to the beginning of failure of the power steering pump shaft and/or shaft bearings. The next step is to have the power steering pump replaced.
AS long as it is only whinning, it is safe to drive. When starts becoming harder to turn, you will need the pump replaced as it is going into complete failure.
