Lost connection while asking question. 2008 Chevy HHR LS left

Lost connection while asking question. 2008 Chevy HHR LS left highbeam out. Checked bulb, fuse, relay and voltage at hot side pin in fuse box. Only problem is low voltage at fuse panel. Right side reads 12 volts and left about 3 volts I think it was.

3 volts is not enough. You are going to have to trace back with a voltmeter and find why there is only 3 volts or find out where the 12 volts is and where the 3 volts begins on the circuit feeding those fuses and repair the spot in between the 12 and 3 volts. Do you have the power distribution wiring diagram showing that feed?
