Is this the Turbo 400 transmission in your truck?

I do think it is
It should be the Turbo 400 behind the 454. With the engine running, check to make sure there is vacuum going to the modulator. If there is then the problem is likely in the governor. The governor is under the cover on the passenger side of the transmission (4 bolts in cover)


Remove the cover, then pull the governor out. Check the plastic drive gear, if it is stripped, replace the drive gear. This is the most common problem. Also check the governor for free movement of the weights and the internal valve.
