They usually are not replaced unless they are bad and causing a misfire, so if they are not causing a misfire I would not change them.

I have poor gas milage and hear a loud ticking from engine what could it be?

Hear the ticking all the time for the last 4or5months started to run ruff couple days ago

Noises are very hard to diagnose without hearing them but one common cause of a tick on this engine are the lifters and its possible they are the cause of you running problem which in turn can cause the low gas mileage.
