1996 chevy blazer: 4x4 wont shift..overdrive..high rev..o2 sensor

1996 chevy blazer 4x4 wont shift into overdrive or second. I have to high rev the engine then let off the gas to shift. Also have o2 sensor out and replaced cat because i was getting 150-200 miles to a tank full. any ideas?

The one thing that 2nd and 4th have in common is a band in the front of the transmission. The band may be burned, the servo that operates the band may be leaking, or the pin that applies the band may be too short (it's selectable). Nonetheless, it's probably going to have to come back apart, the only thing that a mechanic can do without removing the trans is pull the 2-4 servo out and inspect the seals and pin for damage. In order to service the band itself, the transmission has to be removed and disassembled.

This may also account for your fuel mileage concern, if 4th gear has been slipping or not working at all.
