2001 Venture: Cooling temp guage doesnt seem to work

Cooling fans on my 2001 Venture are running all the time and my temp guage doesn't seem to work

These two symptoms are directly related. It sounds like you are going to have a faulty Engine Coolant Temp (ECT) Sensor. This sensor is what controls both the fan operation and the dash gauge. Replacing the ECT should solve both problems.

Do I need to drain out the water before I take out the sensor

No. But you should remove the radiator cap. You will get a "little" spillage when removing the sensor, but thats to be expected. You should loose more than a couple ounces, nothing major.
