I have a 2002 4.3 chevy blazer. the unit cranks but wont start.

i have a 2002 4.3 chevy blazer. the unit cranks but won't start. i put a timing light on it, the timing light flashes, installed a new battery so we could crank engine. removed air cleaner inlet. opened throttle body could not smell fuel, installed fuel pump pressure gauge. pressure went up to 38 psi. then dropped down once ignition was turned off. you can here fuel pump run for a little while. i used snap on diag tool. no codes were present. i have fuel pressure kit. i have not replaced any parts except battery.
This vehicle needs 60 psi key on engine off so it sounds like the fuel pump kit will do the job. I would replae the filter while your at it. If you spray starting fluid in the intake it will probably fire over. Let me know if you have questions, thanks.
