1999 Monte Carlo: s horn dose not work, could it be a fuse

My 1999 Monte Carlo's horn dose not work, could it be a fuse or the horn itself? Thanks

First, check the fuse box for blown fuese. The fuse box is located on the end-cap of the passenger's side dashboard. Open the passenger's door, and on the end of the dash, there should be a little access door. If all the fuses are good, the next step is to check the horn relay. This relay is located in the relay box under the hood. You can swap it out with another relay that has the same numbers. If these all check the next step is to take the electrical plug off the horn, and try to direct-run 12v to the horn. If it beeps, the problem is going to be somewhere in the steering wheel contacts.
