On the older Gm cars the pass key system keeps the car from cranking. The starter will not engage if the pass key is at fault. You may need an igntion module. Is your car fuel injected or carbed?

What you need to do is get a noid light from the auto parts store. Then disconnect an injector connector and plug in the noid light.Crank the engine and see if the light flashes. If it does the module is the most common cause if it doesn't the pickup coil inside the distributor is the most likely problem.
