97 astro: pass inspection..the OBDII Manual mode had 5 items

I have a 97 astro van, that won't pass inspection in TX. The report on the OBDII Manual mode had 5 items Not Complete (of which we can only have 2 in TX to pass). Additionally there are 3 more not available.   The question is why does the DTC reported section state: There are NO codes to report.    So, my problem is how to diagnose the problem, and then fix it, if there are no error codes. Any help would be appreciated. As we can't afford to just let the mechanic start playing around at $89 per hour.

Did you recently disconnect the battery or clear the computer?
