What I would do is call Verizon, 1(###) ###-#### If you already have a contract with Verizon, explain to them what happened, they will send you a SIM card in the mail. Or they will tell you to visit one of their stores. Have you tried contacting Verizon?

Also, the SIM card in your Iphone 4 will not work in the Iphone 7. Apple changed the cards beginning with the iphone 5. So, you are going to need Verizon to help you.
