my son lost his phone. it should still be powered on however there is no tracking app installed. its a Samsung galaxy S5. android device manager couldn't find it

I am sorry to hear that you are having this issue. The newer Samsung devices do not use the Android Device manager, they use Samsung Find My Mobile service.
To use Samsung Find My Mobile service, you need:
a Samsung account. The webpage requires you to log in with your Samsung account.
enable Find My Mobile on your Samsung Galaxy . If you added a Samsung account on the Galaxy S5, by default, this is enabled.
