When I setup my phone on my laptop it only connects as charging only. That's because I cannot access system settings to setup MTP mode.

Can you remove the battery from the phone and wait 5 minutes.
Then connect the battery, turn on the phone and tell me please if you can now access the settings.

Have done that before. Didn't fix it. Also have done hard reset, didn't fix it.

When you did the hard reset, were all details wiped from the phone and the phone was returned to new? So you had to run through the setup process again?

It is the internal memory that has faulted in the phone.
A corrupted firmware can cause this. But you have ruled this out by reinstalling it which confirms it as a hardware problem and will be the memory.
I am really sorry about this and you are going to have to return the phone to have it replaced. It will be covered by the warranty if this has not expired, and the replacement will be done at no cost to you.
