Where did he come from.....a breeder? Found? Is he eating and drinking normally? Does he use a litterbox and does he have normal stool?

My son's girlfriend's cat had a litter on april 16. He uses a litter box. Stool seems to be normal. He is drinking catmilk and water with no problem.

Is he eating solid food? Dry or canned?

He eats a little.. dry food soften with catmilk

Lethargy in a kitten can be caused by a number of things: hypoglycemia (low blood sugar), intestinal parasites, infections, genetic abnormalities.

Has he been to a veterinarian for any stool tests or blood tests?

No he has not. I do have mothballs in the house, could that have something to do with it?

Moth balls can be toxic to pets, mainly if they ingest them or come in direct contact with them. However, they can also inhale the fumes of mothballs and that might cause some lethargy. Usually it would cause respiratory symtpoms as well.....runny eyes and nose, sneezing, etc.

Has he been in direct contact with the moth balls?

He was just for a bit but never ingested any.

If it was a limited exposure and some time has passed, it may not be the moth balls. More likely, it would be common maladies to kittens, such as intestinal parasites or infection.

Does he play at all? Or does he mostly sleep?

He plays.. he naps when my son does . The lethargy lasts anywhere from 1 to 4 hrs.

Does the lethargy happen after he wakes up from sleeping? Or after eating? Or does it just seem random?

It seems random

Hmmm, a kitten that young should not be experiencing bouts of lethargy. They are usually little spitfires full of energy! Your best bet is to have him checked out with a physical examination and at minimum, a fecal/stool test.
