Hi, I'm a licensed veterinarian and I'll be happy to help.

Eye discharge is typically associated with upper respiratory infection in cats, which can be viral, or bacterial, most commonly. It also can be due to dehydration, where the tears become thickened, and the tear ducts are unable to carry away the excessively thick tears from the eyes.

Since she's lethargic and laying around, I'm definitely concerned about Lucy's situation, and any of the above mentioned possibilities could be what's wrong.

Typically this is a situation that would benefit from a physical exam by a veterinarian, with the treatment most likely consisting of antibiotics (either orally, or in eye ointment/drop, or both), and possibly some antiviral supplements. As with illness in people, ensuring adequate hydration is important, so you may want to try syringe feeding some chicken broth or tuna juice to Lucy, in order to prevent dehydration. Your vet can administer fluids under the skin, or in more severe cases, intravenously, along with other medicines to make Lucy feel better.

You can use a saline eye-wash solution to rinse some of the buildup from Lucy's eyes, as well.
