We need to groom him and being a rescue cat he wants none of it. Is it ok to give him a small dose of phenergan?

He can only eat Hills Science Diet WD because everthing else gives him diarrhea

Phenergan has been used in cats to reduce nausea at a dose of 2mg/kg. It may cause sedation but it may not be sufficient to safely groom your cat.

My best recommendation, if Spencer is particularly agitated or aggressive and is is need of a shave, would be to have him sedated and groomed by his veterinarian.
