There are a lot of reasons for a cat to not eat. That is one of the main presenting complaints that we see.
In an older cat like this, my main concerns would be:
> dental disease
> kidney disease
> liver disease
I would first look in the mouth. Bad teeth can lead to a decreased appetite but still drinking water. If the teeth are bad, a dental cleaning with extractions should get her feeling better.
If the oral exam is normal, then bloodwork would be the way to go to rule out other things. The specific treatment really depends on what is found.
Are there any other signs that could help me narrow down the differentials? Just not eating is pretty vague.

How long is she like this?
What have you been hand feeding?
Drain tuna water from the can into a dish. See if she will lap it up.
Get chicken baby food with no onion powder. Add warm water to make a gruel.
She may have a sore throat.
Give her a drop of honey every 3 hours to sooth.
