We have a 10month old outdoor cat who is normally very active. He likes to catch mice and other rodents around the property. This afternoon when we returned from work, he had vomited a couple times on his enclosure floor. He is lethargic, breathing shallowly and quickly, and moans/hisses when picked up. None of this is normal behavior.

Based on your description (repeated vomiting, lethargy, shallow breathing), this is an emergency situation that requires urgent care. I would be very concerned about some sort of intoxication particularly as it sounds like he is an indoor-outdoor cat. He needs veterinary attention immediately, as his symptoms are very serious.
