I have a 4 week old kitten who's eyes are open but the flesh

I have a 4 week old kitten who's eyes are open but the flesh inside is swollen almost completely over the eyeball. the eyeball itself, looks as if it has not grown large enough. Sometimes they are crusted shut and I open them with a wet cloth. I don't believe she can see. Is this something that can be treated, or will I always have a blind cat?
