My cats tail is bleeding. There's a wound on it, it looks like he got into a fight. He seems a little anxious but has calmed down. It may be broken, it looks very limp. I'm not sure if this is an emergency situation or if I should wait til the morning to see a vet.

Most anything involving his tail won't constitute an emergency and so waiting until morning is acceptable. It's best that you don't attend to a bite wound lest he becomes aggressive and hurts you. These are quite painful and would explain his keeping his tail limp which is more comfortable than his usual tail carriage.
