This is a question I hear all the time. Let's go through as list of possible reasons Oreo insists on doing the wrong thing.
The box is too small.
She doesn't like the litter.
The box is not clean enough for her tastes.
There is another cat around that is disturbing her.
If she has diarrhea, she may not make it into the box on time.
The sides of the box may be too high.
She doesn't like the location of the box.
She has some arthritis which makes defecation uncomfortable in box.
Go through the list and see if any seem possible.
Now, here are some questions for you.
How long has this been going on? Did she used to defecate in the box before?Did you recently move?
There is no easy fix for this problem. It is usually trial and error until you hit upon the fix that works for Oreo. If you want, we can do a phone call and discuss this since there are so many possibilities.
