cat keeps trying to use the litter box but nothing happens. Seems restless, eyes are dilated. wondering if it's safe to wait until morning to get him to the vet, and if there's anything I should do in the meantime.

This is Dr. Christian. If he is trying to urinate and can't then it is best to have him seen immediately. A urinary blockage is a life threatening situation and the blockage needs to be removed immediately. There really isn't anything you can do in those situations at home. Even if he is passing a small amount of urine, there could be enough blockage to be dangerous.
