I'm sorry that your question wasn't answered in a timely manner. Unfortunately, while excessive vocalizing and lethargy are important symptoms, they're not pathognomonic (specifically indicative) of any one disorder. How long has he been this way? Have new symptoms appeared which might localize the problem? Does he has a previous medical history that might pertain to his current behavior? Should such symptoms persist for more than 24 hours, his vet will need to thoroughly examine him and perform diagnostics in the form of blood and urine tests or imaging in the form of X-rays or ultrasound predicated upon the findings in his physical exam.
