My adult son is getting ready to fly home with a cat he's had for two or three months. He does not know the pet's vaccination history. Any harm in giving the 6 yr old rabies shot and other vaccinations? Need certificate to fly to NY I believe.

No, there shouldn't be any harm in giving vaccines to Chloe without knowing her vaccination history.
This sort of situation happens all the time as you might expect. I've worked at a cat-only shelter where we frequently don't have up to date records and yet we vaccinate these cats to protect them (and other residents). I've yet to see a problem because they might have been previously vaccinated.
It should be fine to vaccinate her.
