Aloha! You're speaking with Dr. Michael Salkin
I'm sorry that your question wasn't answered in a timely manner. No, Theresa, melatonin is neither sedative nor tranquilizing enough for your purposes. Even benzodiazepines such as diazepam (Valium) or alprazolam (Xanax) rarely are helpful enough. Acepromazine - a phenothiazine tranquilizer available from Major's vet - is the drug of choice if you want to complete his grooming at home. Alternatively, his vet can inject Major with a dissociative ("spacing-out") drug such as DexDomitor which would allow you to complete his grooming without Major caring what's going on.
