Best way to clean wipers is with a soft paper towel with windex sprayed on it. Also use windex directly on the windshield every now and then to clean the windshied that will help the wipers last longer.

Are these new or old wipers?

Not so old. Maybe 6 months to 1 year. I run a taxi company with lots of cars and the drivers go get new wipers (retail) even though they may only be dirty.
