ok, my first concern is why does it need to be set??
was there a code prior to this issue??
the way I set them is to accelerate from a dead stop to 40 mph. you cannot hit the brakes or it will cancel the test. do this 3 times and re check the monitor.
the procedure the previous tech gave was good as well but you need constant speed at 55 mph for at least 10 minutes without touching the brakes.

ok, I would take it to your guy and have him check the egr system. the fact it will not set tells me there is a problem with the egr system.
if he checked it correctly, he should have done them monitor set as a verification. common practice in diagnostics.
I guess he did not verify it.
