2002 Jetta. Cranks but won't start. EPC, check engine light,

Customer Question

2002 Jetta. Cranks but won't start. EPC, check engine light, and ABS lights are on. Scanner can't link to ECM. Fuel pump relay has been replaced but still does not output a voltage to fuel pump.
JA: Does the light stay on, or does it blink?
Customer: which light?
JA: Are you hoping to fix this yourself? What have you tried so far?
Customer: Checked every fuse, checked voltage at every fuse. Found voltage missing at fuses 28, 34, 43. replaced fuel pump relay. I need to know how the fuel pump relay operates.
JA: Anything else you think the mechanic should know?
Customer: I think i mentioned all. I also think I'm communicating with a computer.
