The most common thing like this is lack of fuel pressure and volume. The very first thing to do if the fuel filter was replaced is to test the fuel pump pressure. The pumps go out on these around 150K miles but i have seen them go bad a lot sooner.

Pressure has to be at least 50 psi and not a bit lower.
