If you can see the actuators and linkage moving each time they are commanded then that would rule out the actuators (unless one has a stripped drive), wiring, control head and a/c amplifier.


I would recommend next removing the actuators from the heater box. Make sure the drives on the actuators aren't stripped which would stop the doors from moving even though the actuators are.


If nothing is found then the next step would be to remove the heater box and disassemble it to inspect the doors themselves, they could either be broken or bound up and not allowing movement.
