The issue that you are describing is the flasher relay that is located below the steering wheel in the mounted fuse box.

It should be labeled R1 AND R2 There is two of them.

Ok since you have checked all fuses and these relays have been changed this brings us down to the bcm which is where the signal to the signals and flashers come from.THe system would need to be scanned and checked for codes in the bcm system.
