Back in 1983, I dont even think you could pull codes from these vehicles
they did not even make an XL-7 in 1983

They mean the engine is running too lean
Yes that is what it says
This is caused by either a bad mass air flow sensor or a vacuum leak.
This means, you will have to fix any vacuum leaks and or replace the mass air flow sensor
My husband was thinking fuel filter or pump?
Does it start hard?
It starts ok just seem to run really rough.
Is this just at idle or even above idle?
Mostly when it idle's
Honestly, this is usually just a vacuum leak
Does it have plenty of power under a load?
Then I would suspect that the fuel pump is working
if you have a weak fuel pump, you will have low fuel pressure
if the fuel pressure is low, you will have a severe power loss issue
I think the fuel pump is good

One more thing
Have him check the fuel pressure regulator
this is locate on the fuel rail on the engine under the hood
there is a vacuum hose or line going to it
have him remove the hose/line going to the regulator
with the engine off
if there is any fuel in the hose/line
the regulator is bad and will need to be replaced
if that checks out good
I would look for a vacuum leak next
if all checks out good
I would suspect a bad mass air flow sensor
