1996 toyota land crusier, brake pedal slowly goes dow to floor when engine is on, with engine off doesn't seem to go down. brakes are new, didn't remove any lines when replaced pads and rotors, no leaks at calipers, so shouldn"t have air in system

If there is no fluid leaking then the Brake Master Cylinder is failing.

This is a cheap fix and will have you stopping like new :) Here is a link to a replacement Master Cylinder.

Yegarboy :

Removal:

Drain the Brake Fluid.
Remove the Brake lines from the Cylinder
Unbolt the Cylinder from the Brake Booster
Slide Cylinder out and remove from car.

Installation:

Slide New Cylinder into Brake Booster
Install the Cylinder Bolts
Connect the Brake lines
Fill with fluid and bleed the brakes :)
