Hello and thank you for using just answer.

With a thermostat opening temperature of 96 C, the engine operating temperature should stay around 96 C, possibly climbing to 100 C under working load. With engine temperature climbing to 117 C, this does indicate that the radiator is either too small or inefficient at keeping the engine properly cooled. Replacing the radiator will be required.
