First if you are getting a vibration while braking you more than likely need to resurface the front rotors.

Tim West :

If the wheel bearings are new, a vibration while braking is going to be caused by the front brakes.

Tim West :

I would recommend replacing the pads when you replace or resurface the rotors for best results.

Tim West :

As far as the vibration while driving, have the wheels/ tires been balanced and rotated?

That is where I would start, wheels/ tires will eventually go out of balance.

Tim West :

Either weights will fall off or the tire wearing normally can cause it.
