Hi,how are you?Yes this generally means that the relay is bad,if you have another relay in the box the same,you can swap them and see if this cranks the vehicle.If it does than replace the relay,if it does not there is another issue.

when i turn the key on the fuel pump relay clicks twice, if the relay is clicking, does that mean the fuel pump is not getting power

Yes,this sounds like you have a bad relay,if the relay is bad the fuel pump can't receive power.
