1994 Oldsmobile Silhouette: voltage..Coil packs..relays..EGR 3 times

I have a 1994 Oldsmobile Silhouette. The voltage runs high and burns out electrical components. I have replaced ICM twice, Coil packs multiple times, fan relays, light switches, EGR 3 times, and main computer once. Grounds are correct and clean. Alternator test with 13 volts output. Voltage guage shows fluctuations between 14 and 19 volts. Can you offer solution or at least what to check next.

That is the sign of a bad voltage regulator. The voltage is produced from the alternator, there is no way the voltage can spike up to 19 unless it is produced by the alternator and not regulated by the voltage regulator.

Replace the voltage regulator and that will fix your problem.
