2003 eclipse: there a fuse that run the feature

I have a 2003 eclipse it only has one working key so i bought remote for it and trying to program it but its not working. Is there a fuse that run the feature that could be bad or removed

The timing is very critical in this process.

Insert the key and turn the ignition to ON.
Within 5 seconds, insert the jumper wire between pins 1 and 4 on the DLC connector.
Within 5 seconds, push the Hazard switch 6 times.
The door locks will cycle, acknowledging program mode. If the locks do not cycle, your timing was off and you must start again, including taking the key out of the ignition.
Press a button on the new remote and hold it for one second then release. Within 2 seconds press the same button two more times.
The locks should cycle, ackowledging the code has registered.
