With #1 at tdc the holes you refer to should be at 6 o clock.These are the holes that face the front of the engine opposite the gear side of the balance shafts.You will need special tools to align and time this engine after these are installed.Make sure special tool is installed in crank service hole to be sure engine is at tdc.before balance shafts are installed.Hope this is the insight you needed.
