It has the same function as a choke in a carburetor. It tells the computer when the vehicle is cold, to supply more fuel to the engine, and as it gets to operating temperature, to reduce the amount of fuel as needed. On some cars, it also controls the radiator fan operation. When it reaches a predetermined temperature it turns the fan on. But it's main function is like the choke which enriches the fuel mixture when cold and leans it out as the temperature increases.
