I would begin by making sure the brake slides are not rusted and the pads move freely. You will need to remove the wheel and inspect the brake sliders. Thanks

should I repalsce pads?, theuy dont look too bad

If they have plenty of lining I would suggescleaning the sliders of rust and free them up with lubricant. The pads are probably not moving freely.
