Describe a little better what you mean by "skipping"?

When I am traveling at higher speeds and then apply the brakes it makes the car bounce.

Do you mean the brake pedal is "pulsating" meaning you get a vibration that you can feel in the brakes and the steering wheel when you apply the brakes at higher speeds?

OK, pulsation is caused by distortion in the brake rotors. This is usually caused by them getting very hot from hard use and they cool rapidly, usually by hitting a water puddle or sometimes the the cool air will be enough. As the rotors get thinner from being resurfaced during a brake job, they get even more susceptible to the problem. It can also just be age and rust buildup on the rotors.

For this reason, I recommend replacement rather than resurfacing. This will repair the problem more permanently although abuse of the brakes can bring it back.

Be sure to replace the brake pads with any rotor repairs.
