OK, here's what I think:

1.  Yes, you are very likely being targeted by a neighbour who is trying to harass and annoy you.  But that doesn't mean that the charges are unfounded either, so that origin isn't a defense.

2.  It's not a defense either to say "I'm a taxpayer and this is unfair".  That's your opinion, and that's how you feel.  It's not a legal argument.

3.  The physical space that a car takes up clearly is not the same physical space that a parking space takes up.  I wouldn't count on this going far.  Look at your pictures; you can't say that these other properties are 90% driveway but then say that you're front space devoted to parking should be limited by the literal physical space taken up by the vehicles.

4.  It does look like there are many more egregious offenders in Halifax, I do like the pictures and the work you have done.  You may want to consider that some of those properties are either zoned commercial or have dispensation.  However, I'd be surprised if you're the worst offender.  Now, not being the worst offender isn't a defense in law either; if it were then the state could only literally prosecute the worst offender at any given time and nobody else.  However, it does make this prosecution appear to be an abuse of process, and will get you sympathy with the court.

5.  You spelled maneuver incorrectly, not that it matters much.  Beyond that your written submission is succinct and pretty good, far better than average.

Your lawyer should be able to work something out with the provincial prosecutor, I'd hope.  There is likely a permit that you can apply for to grandfather in your existing arrangement.  Your lawyer might well know.  If not, contact city planning department and nicely ask who to speak to about it, and just follow the chain of bureaucrats who will send you around until you find the right desk to be speaking to.  And be nice, those people are not behind this provincial charge.  Does that make sense?

Municipal zoning infractions is all local politics, in my experience.  You acquired the unit in good faith, and if there is any impropriety you should be able to apply for an exemption and have it grandfathered in.  I really can't tell you more than that.  It's a very very specific topic.  You can start another thread here to see if any experts have had experience in such matters.
