How did you meet this person?  On which platform?  Who initiated contact?

Clearly, I'm going to recommend that you not send any money because I can say that this is 99.9% likely to be a scam.  I see this thing all the time.  I'm sorry that some slick grifter played with your emotions, that's terrible.

If you send me some details about this person, like a link to their social media content, I'll check them out for you.

Plenty of Fish is full of scam artists and conmen, because it's free.  I'm not surprised.  604 is a Vancouver area code.  Do you straight dial this number, or do you need to enter a country code or anything else to contact him?

This is getting worse and worse.  I don't see any lawyers names Waychen in British Columbia.  And there's no wcandpartnersllc.com that I can see.

Very clearly, this is just a scam.  Including the obvious:  if he was acquitted, why is there a fine?  And why is still incarcerated?  None of it makes any sense.

I recommend just blocking this person.  Since you didn't lose any money there's not much to report to the authorities who are so swamped with complaints from people who were actually scammed that they won't pay any attention to an attempted scam.  I've tried to report those who are trying to scam me, to no effect.

I don't think that this person is actually who they say that they are, or that they are in Germany.  You can't assume that anything they have told you is correct.  Their story makes no sense.

A translation of it would still have the currency be in Euros, right?.  This sort of document would be quite easy to fake.  If you're really interested you could find a lawyer who is good in Germany law, or contact a law firm in Germany to ask them, or write an email to the prosecutors office from that court house to ask about your document, or even try a question thread here on JustAnswer in it's Europe Law category.

I hope that we've cast enough doubt here that you won't think twice about sending money, at least not until you've done further investigation.  Is there anything else about this issue that you'd like to discuss with me?
