I am sorry to hear of this difficult situation.

You can give the tenant a notice requiring them to rectify the situation within seven days. Tell them if they fail to comply you will seek an order for eviction on the grounds that they are not only depriving the other tenant of their right to peaceful enjoyment of their home but as well the concern is that they are creating a fire hazard.

Or you can just apply for an order that they clean up the common area. Otherwise what you could do would be to remove everything from the common area and put it into their unit.

Does that make sense?

You can give the a 24 hour notice in writing that you will be entering the apartment to give the their things and/or to inspect. Perhaps the whole place is a fire hazard?
