I was just about to go to bed when I saw your question. I didn’t want you to have to wait all night. I cannot answer now but so I can answer in the morning can you please tell me why you cannot just go and pick them up?
CPS says there is no file open and if there was they would come to you and tell you what their position.
So just go and get your kids. Your mother is not their parent or legal guardian. She is withholding them illegal. It is abduction. Go pick them up and if she won't release them call 911. Indicate that you are the parent, this is just a grandparent with no legal standing whatsoever.
