While they have a right to peaceful enjoyment of their home so do you and your five-year-old has to be able to run around in your home. So they are being unfair and unreasonable. It could be that during Covid everyone is trapped at home and things are more difficult but still your child needs to have a normal life as a child.

So I suggest that you take the position that you are being harassed and been denied your right to peaceful enjoyment of the home and you will take this to the board if it doesn't stop. You can tell that to the property management company and to the tenant and to the neighbour below you.

Then perhaps you should have a talk with them and ask what they are bothered by and see if you can work things out.

So find out what the complaints are. Maybe a rug will solve the problem, for example.
