If you were granted PR status and are wanting to enter Canada you will be able to do so. You don't have to enter the US first. That would not make any sense. Entering the US first would never change your right to enter.

My husband is tunisian and I'm Canadian. We have applied twice at Canadian embassy in Tunisia for him to get a temporary visitor visa and it was rejected despite giving all relevant documents ? I am very confused they keep asking for things we provided. I think they are not reading the english documents provided despite it being a Canadian embassy. I'm so angry. I wasted so much money and tickets on this. Our anniversary is coming soon and they won't give him a visa to come see me. I have 4 kids from my last marriage so hard to travel there. I am also waiting for surgery and wanted him to be here and provided those documents but still they rejected. I have money so no issue there. He is self employed and is starting up a factory from govt money in his country.
