If your company is registered as a charitable organization in Canada, you will be able to hire this employee who is currently in Tunisia without the need to get a Labour Market Impact Assessment in order to get a work permit. An LMIA is usually needed by employers who want to hire a foreign worker to satisfy Employment Canada , that you could not find a Canadian qualified for the job being offered to you.
Here is a link from Canada Immigration's website on what is considered a charitable organization and the type of job your employee needs to be offered in order to get the LMIA exemption.
